Work-zone Flagger Training
Controlling traffic through work areas is one of the most important – and dangerous – operations in construction maintenance. National Safety Council Flagger Training is a comprehensive skill-building course that meets federal industry guidelines: the Manual on Uniform Traffic Control Devices (MUTCD) and the ANSI standard ISEA-107-2015. The Office of Highway Safety, the Federal Highway Administration, and several state Departments of Transportation have reviewed this program.
The primary objective of Workzone Flagger Training is to train flaggers to provide safe passage of traffic through and around work areas and to minimize confusion by bringing standard flagging procedures to our nation’s highways.
This program will have students trained and certified in safe flagging techniques in four hours.

Upon Completing this course, the students will be able to:
- Explain the need for flagging operations.
- Identify proper flagger procedures, practices and signals.
- Demonstrate typical flagging practices for day and night operations.
- Describe abilities of a flagger as per NYS and MUTCD standards.
- Practice and correctly demonstrate the correct understanding of flagging procedures and proper use of required equipment.
CERTIFICATION REQUIREMENTS
100% attendance of this course is required to gain certification. Students must attend all 4 Hours, and are expected to be on time as per Quantum Safety’s rules.
To fulfill all requirements of both Quantum Safety’s testing and the Department of Buildings (DOB), students must be able to demonstrate they have a achieved the learning outcomes.
To clearly demonstrate these objectives, every student must pass a final exam before certification and achieve at least a 65% passing grade.
Note: Final exams can be attempted as many times as necessary.
LATENESS AND ABSENCES POLICY
30 minutes is considered the maximum allowed time for lateness. Any student who is absent for any training, or who shows up 30 minutes after the scheduled starting time will be asked to schedule a make-up training day for the contact hours.
Note: No incomplete contact hours certifications will be issued. Students must make-up any missed time for their courses.
